Tanzania Issues First National Rules for Direct-to-Mobile Satellite Services

Tanzania has become one of the first countries to set national rules for direct-to-mobile satellite communication, paving the way for wider mobile coverage in rural and underserved areas. Published in July 2025, the Tanzania Communications Regulatory Authority (TCRA)’s new guidelines create a framework for integrating non-terrestrial networks (NTN) with existing mobile networks.

The rules cover licensing, partnerships between satellite and mobile operators, spectrum use, interference protections, and data reporting. Satellite Network Operators will need landing rights and formal deals with licensed MNOs, while services must run on licensed terrestrial IMT spectrum controlled by the MNOs.

TCRA says the move balances innovation with protection of terrestrial networks and positions Tanzania for smooth adoption of satellite-mobile integration once global regulations are finalized at WRC-27.
