Peru to Run South America’s First Direct-to-Cell Pilot
Peru’s Ministry of Transport and Communications (MTC) has approved the country’s first Direct-to-Cell (D2C) satellite connectivity project, making Peru the first nation in South America to authorize satellite-to-smartphone services under a flexible regulatory framework.
The initiative will run for 24 months within a national Controlled Experimental Space (CES), allowing satellite operators to deliver SMS, data, voice, and emergency communications directly to standard mobile phones without terrestrial network infrastructure. Priority coverage will focus on border zones and remote rural areas, ultimately benefiting more than 53,000 communities lacking 4G access.
The phased testing programme will assess performance, impact, and the potential of D2C technology to strengthen emergency response, resilience and digital inclusion.
