Liberia Adopts Satellite Communications Guidelines to Support Connectivity

The Liberia Telecommunications Authority has formally adopted new Satellite Communications Guidelines, creating a clearer regulatory framework for satellite networks, operators and services in the country.

The framework shifts Liberia from a traditional technology-based licensing model toward a more service-oriented approach, covering both the space and ground segments of satellite communications. It is designed to provide a more transparent process for authorisation, licensing and regulatory oversight.

The LTA said the guidelines were developed following regulatory impact assessment, benchmarking and consultation with regional and international regulatory bodies. Existing satellite service providers will be given a 12-month transition period to comply with the new framework.

The regulator is positioning satellite connectivity as an important tool for extending communications services to rural and underserved communities. It also sees satellite as a resilience layer for Liberia’s digital infrastructure, providing alternative connectivity when submarine cables or terrestrial networks are disrupted.

Satellite operators seeking to provide services in Liberia will be required to obtain authorisation and comply with national regulatory requirements. At the same time, the LTA said the new rules should give international operators and investors a more predictable environment for market entry.

The guidelines are also intended to support more efficient use of spectrum, strengthen consumer protection and improve security and compliance across the satellite communications sector.
