Saudi Arabia to Consult on NTN and D2D Regulation
Saudi Arabia’s Communications, Space and Technology Commission (CST) has launched a public consultation on its proposed regulatory framework for Direct-to-Device (D2D) satellite communications in the kingdom, marking a major step toward expanding mobile coverage and enabling next-generation connectivity.
The consultation seeks input from industry stakeholders, investors, and international partners on how best to regulate and commercialize technologies that allow standard mobile devices to connect directly to satellites. It explores key areas including potential use cases, technical standards, deployment challenges, and business models, all aimed at enhancing coverage in remote and underserved regions.
Alongside the D2D framework, CST is also consulting on updated regulations for Non-Terrestrial Networks (NTN). These cover licensing and operational provisions for satellite and other space-based communication systems, designed to create a transparent, innovation-friendly regulatory environment that supports investment and digital growth.
Stakeholders are invited to submit their feedback via the CST website by 13 November 2025.
