Kyivstar Expands Starlink Mobile Service with Messaging and Navigation Apps
Kyivstar has expanded its successful satellite connectivity offering in Ukraine with the launch of "light data" services over Starlink Direct-to-Cell, allowing customers to access selected messaging and navigation applications when terrestrial mobile coverage is unavailable.
The service enables users with compatible 4G smartphones to access apps including WhatsApp, Viber and Google Maps via Starlink satellites, extending connectivity beyond basic satellite SMS services that Kyivstar introduced earlier.
The move represents one of the most advanced commercial direct-to-device deployments globally, which saw more than three million D2D subscribers in its first two months, pushing beyond emergency messaging into app-based communications and lightweight data services. Users can exchange messages, send voice notes, share locations and access navigation tools even when cellular infrastructure is unavailable or disrupted.
For Ukraine, the development carries particular significance. Since the start of the war, network resilience has become a national priority as power outages, infrastructure damage and military activity have repeatedly affected terrestrial communications. Satellite connectivity is increasingly being viewed as a complementary layer that can maintain basic communications when ground networks are unavailable.
Kyivstar said the service works automatically when users are in an open outdoor location without cellular coverage. At launch, support is limited to Android smartphones with LTE capability, although additional devices are expected to be added over time.
Unlike traditional satellite phones, Starlink Mobile uses standard smartphones and existing mobile subscriptions, reflecting the broader industry shift toward direct-to-device services that integrate satellite connectivity directly into everyday consumer devices.
The operator also highlighted several practical use cases beyond emergency communications. Rural workers, volunteers, first responders and travellers in remote areas can continue using messaging and navigation services even when outside terrestrial coverage, while businesses operating in isolated locations gain an additional layer of connectivity resilience.
The launch builds on Kyivstar's partnership with SpaceX and places Ukraine among the earliest countries globally to move beyond satellite texting into app-based direct-to-device services.
