GSOA Calls for Regulatory Frameworks to Enable Satellite–Terrestrial Synergy
The Global Satellite Operators Association (GSOA) has today released a new paper, Promoting Synergy Among Communications Services, urging governments and regulators to modernise policy frameworks so satellites and terrestrial networks can work together to expand global connectivity.
Published alongside the ITU’s WTDC25 discussions on connecting the unconnected, the paper argues that universal connectivity requires multi-technology solutions with satellites providing reach, resilience and rapid deployment where terrestrial networks cannot.
GSOA highlights that today’s regulations often assume uniform network characteristics, overlooking the operational differences between satellite, wireless, and wireline systems. This can unintentionally slow investment and limit the deployment of essential connectivity solutions.
The association calls on policymakers to enable greater flexibility by:
Recognising technology neutrality, allowing the best-fit solution for each use case.
Adopting regulation that reflects the strengths of each technology instead of applying uniform rules.
Supporting integrated, complementary networks that combine satellite and terrestrial infrastructure.
Ensuring predictable licensing environments that encourage investment and innovation.
GSOA says updated, fit-for-purpose regulation will accelerate progress toward inclusive global connectivity and strengthen the resilience of communications infrastructure worldwide.
