Deutsche Telekom, Orange, Telefónica and Vodafone Explore Joint Bid for European Satellite Spectrum

Deutsche Telekom, Orange, Telefónica and Vodafone have signed a Letter of Intent to explore a joint bid for Mobile Satellite Services (MSS) spectrum in Europe, with the aim of developing a shared framework for direct-to-device (D2D) satellite connectivity across European mobile networks.

The proposed initiative would give mobile network operators access to satellite connectivity through an open, non-discriminatory wholesale model, rather than requiring each operator to develop separate satellite infrastructure arrangements. The four companies say the approach could improve spectrum efficiency, reduce market fragmentation and accelerate the availability of D2D services in underserved areas.

Under the proposed structure, the operators would establish ground network infrastructure and key coordination and monitoring functions in Europe, while a satellite partner would provide the space segment. The four operators do not intend to invest directly in a satellite constellation and have yet to select a satellite provider.

The initiative is also intended to support European control over critical communications infrastructure, aligning with the European Commission's objectives for greater digital sovereignty, security and network resilience. Potential applications include extending mobile coverage beyond terrestrial networks, maintaining communications during infrastructure disruptions and supporting emergency and other critical services. The companies also envisage supporting the development of a European satellite constellation.

While the agreement is only an exploratory Letter of Intent rather than a confirmed spectrum bid or commercial deployment at this stage, and the operators have emphasised that it will not replace their existing satellite partnerships; nevertheless, the proposal represents a significant potential shift in Europe's D2D market, bringing four major mobile groups together around a common MSS spectrum strategy and a shared satellite access model that could accommodate other European operators.
